The 2004 Star European Championship will be held at Club Náutic L`Escala - Girona, Spain, from 25th to 31st March 2004. The Organizing Authority for the Championship is the Club Náutic L`Escala and the Royal Spanish Sailing Federation, on behalf of the International Star Class Yacht Racing Association.

The Championship will be governed by:

• The rules as defined in the ISAF Racing Rules of Sailing 2001-2004 (RRS);
• The prescriptions of the National authority will not apply.
• Weighing of the crew during of after the event is optional at the discretion of the organizing authority.

Where there is any conflict between the Notice of Race and the Sailing Instructions, the text of Sailing Instructions shall prevail.

2. ADVERTISING AND INDENTIFICATION

Boats may be required to display event sponsor advertising in compliance with Appendix 1, Regulation 20.3

Boats shall carry on their sails the national letters specified in rule G.1

3. ELIGIBILITY AND ENTRIES

ISAF eligibility as per Appendix 2, Regulation 19 is required for all competitors.

Substitution of the helmsman is not permitted.

Entries eligible in accordance with STRC + infinity, may compete. Entries shall be submitted on the official News not later than 1st March 2004 to the I.S.C.Y.R.A central Office and:

The entry fee of EUROS 350 includes boat and trailer parking, launching hauling and invitations to social events for skippers and crew.

5. EVENT SCHEDULE

6. REGISTRATION

Competitors, coaches and team leaders shall complete on-site registration at the race office at the venue from 0900 hrs on March 25th to 2000 hrs on March 26th. Competitors not register within this time will not be entered in the Championship.

Each competitor shall produce at registration the appropriate documents:

• Racing license (if required by their national authority) and insurance policy or certificate.
• Measurement and Weight Certificates.

Only boats that have completed registration, paid all entry fees and passed the prescribed measurement check procedure by 2000 hrs on 26th March 2004 are entitle to race.

Sailing Instructions will be available after completion of registration.

7. MEASUREMENT

Measurement will take place at the Club Nàutic L`Escala as follows:

Each participating boat shall have a valid Measurement Certificate and Weight Certificate. The Jury may order that a boat be re-checked during the event. Crews shall demonstrate compliance with crew weight limits in accordance with STCR 31.1.3 prior to the end of measurement.

Crews may be re-weighting during the event at the discretion of the Organizing Authorities.

Each participating boat shall be insured with a valid third-part liability insurance with a minimum cover of 300.506 Euros per event or equivalent.

10. RACING AREA AND COURSES

Racing will be conduced on the waters of L`Escala - Girona.

Courses and procedures will be according STCR 34.

11. SCORING

The Low Point Scoring System of Appendix A will apply.

4 races are required to be completed to constitute a series.

a) When fewer than 4 races have been completed, a boat`s series score will be the total of her race scores.
b) When 4 or more races have been completed, a boat`s series score will be the total of her race score excluding her worst score.

12. BERTHING AND HAULING

Boats shall be afloat at 2000 hrs on 26th March 2004 until the conclusion of the series

14. RIGHT TO USE NAME AND LIKENESS

By participating in the 2004 European Star Championship a competitor automatically grants to the organizing authority and its sponsors the right in perpetuity to make, use and show, from time to time at their discretion, any motion pictures and live, taped of filmed television and other reproductions of him during the period of the competition without compensation.

15. LIABILITY

Competitors sail at their own risk. Injuries to competitors and damage to boats can and often does happen.

The Organizing Authority and all parties involved in the organization of the 2004 Star Class European Championship accept no responsibility or liability for any loss, damage or injury which may occur to any person or property, whether ashore or afloat, as a consequence of participation in the Championship or otherwise. The Organizing Authority and all parties involved in the Championship disclaim any and all such liability.

This Notice of Race and the Sailing Instructions in no way limit or reduce the complete and unlimited responsibilities of a competitor for the management and care of a boat she or he has entered in the Championship.
